Should You Upgrade to Time Matters 10?
Let me help you decide whether to upgrade or not. I will ask and discuss four questions that affect your decision. Then you can decide whether Version 10.0 is a "must have" or a "let's wait."

LexisNexis has announced the Time Matters / Billing Matters Version 10.0 on October 1, 2009.
When to upgrade is a separate question. I will be be making a recommendation within about a month of the release date.
Q1: Did You Already Buy an Annual Maintenance Plan?
If yes, you get Version 10 for free. The Annual Maintenance Plan (AMP) covers upgrades and Technical Support for 12 months. If you bought an AMP in October 2008 or later, Version 10 will be covered. That makes it easy: Yes, you should upgrade to Version 10.

Q2: Are You Now Using Version 8.0 or Older?
If yes, I recommend you upgrade. Version 8.0 was released in August, 2006. A lot has happened since then. The third-party software and hardware you may use with Time Matters has changed a lot in three years. More changes are coming with the imminent release of Microsoft Windows 7, which is drawing high praise even from jaded critics. Moving up to Windows 7 and Time Matters will make sense later this year or early next year, especially if you need to replace any computers. Might as well take advantage of the sale now if you can.
Q3: Are You Currently Using Time Matters Professional?
If yes, you have a very big reason to upgrade: You get Enterprise-level Time Matters without paying anything extra. Version 10 runs on MS SQL Server. There will no longer be separate Editions, Pro and Enterprise. So buying an Annual Maintenance Plan now gets you all the performance and stability benefits of Enterprise, once Version 10 is released. It includes MS SQL Server Express, the free version, that can be installed automatically.
Q4: Are You Already Using TM 9.0 Enterprise?
Update: Now we have information about the new features of Version 10. The marquee feature is Desktop Extensions. I believe they are a real productivity booster for both basic and advanced users of Time Matters.
To get Version 10, you need to buy an Annual Maintenance Plan, which also gives you the benefit of a year of LexisNexis Technical Support at no extra cost. That is like having an insurance policy against the potentially high cost of fixing a big problem that could strike your database and bring you to a halt.
Original: The most attractive new aspects of Version 10 are its MS SQL Server foundation and its Desktop Extensions. With 9.0 Enterprise, you already have MS SQL Server. For most customers, Desktop Extensions alone probably would not justify spending more money.
If you already have an AMP, you get Version 10 at no charge. I think you will want to install the upgrade because of the many refinements to the program.
